Who We Are

Ladders to Value is designated by the New York State Department of Health as a Workforce Investment Organization (WIO) in five regions of New York State: Central, Hudson, Long Island, New York City and Western.  Since its inception in April 2018, Ladders to Value has provided training and career ladder programs to more than 38,000 direct care workers (home health aides and certified nursing home aides) from more than 550 home care agencies and nursing homes. 

 

1199SEIU Training and Employment Funds

The 1199SEIU Training and Employment Funds (TEF) runs the Ladders to Value WIO.    The Funds are among the strongest and largest labor-management funds in the nation, providing a range of comprehensive benefits to more than 400,000 working and retired healthcare industry workers — members of 1199SEIU United Healthcare Workers East — and their families. Through the Benefit and Pension, Training and Employment, and Child Care Funds, 1199SEIU members enjoy complete health benefits, a defined monthly pension at retirement, and training, educational, job security, and child care benefits all at little or no cost to them.

The Ladders to Value WIO has a close collaboration with the Continuing Care Leadership Coalition, the Visiting Nurse Service of New York and the 1199SEIU United Health Care Workers East union.  Like TEF, each of these organizations has been actively involved in preparing the long-term care workforce to face the challenges of health delivery system transformation.

 

Continuing Care Leadership Coalition

The Continuing Care Leadership Coalition (CCLC) has a strong record of successfully developing and delivering extensive multi-facility and interdisciplinary educational programs – offering practical training aligned with the changing healthcare environment – to thousands of direct care staff in the New York region. These efforts – consistently undertaken to achieve workforce development goals supportive of State and Federal quality and policy priorities, including the reduction of unnecessary hospital use – have been and continue to be bolstered by CCLC’s breadth of in-house skills, and by the partners and resources on which it draws. CCLC is currently providing more than a dozen WIO trainings, some offered through a strategic partnership with Stonybrook University on Long Island.  CCLC serves on the WIO Executive Committee and chairs the Nursing Home Evaluation subcommittee which is actively engaged is finalizing the scope and design of this aspect of the LTV evaluation.

 

Visiting Nurse Service of New York

Due to its longstanding, multifaceted role in the industry, the Visiting Nurse Service of New York (VNSNY) brings important assets and capabilities to this partnership. With years of broad-based experience providing and coordinating home and community-based services as both a provider and managed care plan, it is considered by many as an innovative leader of healthcare transformation. VNSNY runs the Ladders to Value 10-session course “Care Management for Interdisciplinary Managers”.  VNSNY is also leading the research team, which is collaborating with VNS CHOICE, a Managed Long Term Care Plan, to evaluate the effect of high-volume Ladders to Value Trainings in downstate New York on patient-level Value-Based Payment measures.

 

1199SEIU United Health Care Workers East Union

1199SEIU Union is the largest healthcare local in the United States, representing more than 400,000 workers in six states, including approximately 200,000 workers in New York State in the long-term care sector. Through advocacy, joint work with management on quality initiatives, mentoring, recruitment, and policy work with the city, state and federal governments, 1199SEIU is a leader on healthcare delivery system transformation. 1199SEIU serves on the WIO Executive Committee.  1199SEIU Training and Employment Funds (TEF) works closely with the Union to ensure that LTV WIO training and recruitment and retention activities are targeted to address the needs of the industry.
